Accomplished Legislative and Policy Veteran Joins Top DC Lobbying Firm as a Vice President

Washington, D.C. –– The Alpine Group – a bipartisan, bicameral consulting firm in Washington, D.C. – announced today that Shayne Woods, most recently a senior legislative advisor to Senator Tim Scott (R-SC), has joined the company as vice president. An entrepreneur and policy expert, with expertise in both health care and tech, Woods joins Alpine with a deep understanding of critical legislative issues. In Sen. Scott’s office, Woods’ legislative areas of focus included health care, budget, Social Security, retirement, and commerce / science / transportation issues with the most significant of his legislative impact coming on the introduction and passage of health care legislation. He also led a team that advised Sen. Scott on tax, trade, aging and education issues.

His close work with both the Senate Finance and Health, Education, Labor, and Pensions (HELP) Committee resulted in securing numerous extensions for health care provisions. As the Senate discussed artificial intelligence (AI), Woods ensured Sen. Scott was kept well-apprised of these discussions with his team serving as a knowledgeable resource on the issue. His background in health care and tech has given him a deep appreciation for emerging technologies like AI and gene therapies and the challenging regulatory landscape facing innovators. Prior to joining Sen. Scott’s team in 2021, Woods worked in the U.S. House of Representatives for six years. Prior to his tenures in both the U.S. House and Senate, Woods founded two health care startups: FwdHealth, Inc and Scipio Strategies. These companies focused on health care technology and connectivity and health care business development advice, respectively.

“We are excited to welcome Shayne, whose deep understanding of legislative processes, particularly in health care and tech, will be invaluable in our work. With a proven track record of crafting and championing important health care policy, he is well-positioned to help our firm and our clients shape the debate in Washington,” said Les Spivey, CEO and Managing Principal of the Alpine Group. “We are confident that Shayne will make a significant impact in guiding our clients and partners toward legislative victories and through challenges.”

“I’m excited to be joining the incredible team at Alpine and applying what I’ve learned founding and running small businesses and in the U.S. Capitol to help our clients and my new colleagues,” said Shayne Woods. “This is a critical year for policy in Congress and the race for the White House – particularly on issues relating to health care and technology. I’m excited to get to work.”

Woods began his Congressional career in the office of former U.S. Rep. Billy Long (R-MO) before going on to work in the office of Rep. Gus Bilirakis (R-FL) where he was senior policy advisor. He earned his bachelor’s degree from Washington University in St. Louis and currently resides in Northern Virginia with his wife and two children.

The Alpine Group is consistently ranked one of the top lobbying firms in Washington, and its staff are recognized both for their policy and political expertise. Consisting of 25 professionals representing years of experience in a variety of senior political capacities, the firm provides strategic advice and implements tactics to help clients successfully navigate the halls of Congress, the White House, and federal agencies.
