Rhod Shaw brings over 35 years of high-level government experience to his colleagues and clients at the Alpine Group. Mr. Shaw has successfully represented a diverse group of Fortune 500 companies, major international trade associations, state and local governments, and other industry leaders on matters pending before the legislative and executive branches of government. He provides clients critical strategic policy advice, business insights, and has created and implemented comprehensive legislative and grassroots action plans for effecting successful change in both the House of Representatives and the Senate.
His keen understanding of both policy and politics has earned Mr. Shaw the distinction of being known as one of Washington’s elite consultants. Recognized throughout his career as an elite consultant who blends political insights and profound relationships with substantive policy knowledge, he is unique in that his reach and relationships span across the Senate and House and across the partisan political spectrum.
Mr. Shaw’s extensive policy experience includes specialized work affecting key industries such as telecommunications, energy, automotive, technology, financial services, and those requiring the protection of intellectual property rights, as well as other leading industries.
Mr. Shaw has also helped expand the Alpine Group’s expertise and reach through his work serving in leadership positions with groups such as FIPRA International, which leverages the expertise of firms in the capitals of the 50 largest economic markets of the world. This global network ensures that clients and policy makers have access to the best information, representation, and perspective from North America, Asia, Europe, Africa, and South America. He also serves as an advisor to several start-up businesses across the technology, energy, and sports/entertainment realm.

Renowned as a Capitol Hill insider and coalition builder, Keenan has redefined a new era of government relations, combining her strategic rigor, political fluency, and top-tier client service to drive outcomes across the federal and business landscape.
Keenan’s career spans Congress, corporate strategy, global policy, board governance, local government, and leadership of congressional and presidential campaigns. She is a trusted advisor to Fortune 100 CEOs, Members of Congress, founders, international partners, and investors navigating complex issues in healthcare, technology, AI, education, financial services, energy, and global trade. Her signature skills include building coalitions, crafting winning influence strategies, and translating complex political dynamics into clear business opportunities.
Prior to leading Alpine, Keenan served as a Chief of Staff to two Members of Congress and an At-large D.C. Councilmember, gaining deep insight into legislative strategy at both the federal and local levels. She also served as national political director for the 2016 Hillary Clinton Presidential campaign. These experiences enable her to anticipate political shifts at the local, national, and international levels, helping clients identify emerging business trends and shape conversations amongst stakeholders.
An Atlanta-native, Keenan is a prominent civic leader, dedicating her time and expertise to mentoring and developing young and mid-career leaders across the nation. Her philanthropic contributions have been recognized by the country’s leading organizations, including the United Negro College Fund and U.S. Black Chambers, Incorporated.
As board chair and co-founder of the Black Women's Congressional Alliance (BWCA), she has built the nation's largest talent pipeline for Black women entering and transitioning out of Capitol Hill, growing it from zero to more than 1,000 members. Through this platform for empowerment, advancement, and influence, she has shaped the next generation of Black women leaders in public service.
Her board service includes the SOME Corporate Advisory Board (Vice Chair), Women's Congressional Policy Institute (Vice Chair), GlobalWIN (Vice Chair), and the Congressional Black Caucus Foundation Corporate Advisory Council. Keenan also serves on the board of the Public Policy Holding Company, a family of premier advisory firms specializing in government relations, public affairs, and strategic communications. Across all of these roles, her leadership exemplifies a commitment to achieving meaningful results for both clients and the communities she serves.

Keenan Austin Reed

Les Spivey joined the Alpine Group after serving as a Senior Professional Staff Member on the U.S. Senate Committee on Appropriations. As President of the Alpine Group, Spivey focuses on funding issues before Congress and the administration.
In Congress, Spivey coordinated the Chairman's federal funding priorities for Mississippi across twelve annual appropriations bills. He also played a key role in securing federal funding for the Gulf States following Hurricanes Katrina and Rita.
Earlier, Spivey worked on the Appropriations Subcommittee on Homeland Security during the Department of Homeland Security's formation, helping craft its first two annual appropriations bills. He oversaw budgets for the TSA, Science and Technology Directorate, and Information Analysis and Infrastructure Protection Directorate. Prior to this, he served on the Subcommittee on Agriculture, overseeing budgets for university research and rural development.
Before federal service, Spivey worked at Ketchum Public Relations Worldwide, coordinating a national public affairs campaign across 38 Congressional Districts. He earned a Bachelor of Arts in Public Administration from the University of Mississippi and was a John C. Stennis Congressional Fellow for the 109th Congress. He resides in Alexandria with his wife, Beth, and their three children.
