Alpine Group Welcomes Daniel Mencher, Senate Appropriations Veteran

Alpine Group Adds Budget and Appropriations Expert Daniel Mencher, Bolstering One of Washington's Premier Appropriations Practices

Washington, D.C. – The Alpine Group – a bipartisan, bicameral consulting firm in Washington, D.C. – announced today that Daniel Mencher has joined the firm as Senior Vice President. Mencher brings more than 15 years of federal appropriations and executive branch budget experience, strengthening Alpine's ability to help clients navigate federal funding decisions across nearly every sector of the American economy from national security to energy and the environment. He has deep experience in Congress and before that in key roles at the Department of Homeland Security, the U.S. Department of Agriculture and the State Department.

Mencher joins Alpine directly from the U.S. Senate Appropriations Committee, where he most recently served simultaneously as StaƯ Director for the Subcommittee on Homeland Security and the Subcommittee on Interior and the Environment. In those roles, he shaped federal funding decisions across two of the most consequential subcommittees in Congress, overseeing spending that touches border security, disaster preparedness and response, public lands, environmental programs, tribal issues, and more. He also held a key staƯ role on the Subcommittee on Agriculture and FDA, giving him deep policy, budgetary and rulemaking fluency across critical funding streams.

"Alpine has made a deliberate investment in building out our appropriations practice, and Daniel's addition is the clearest signal yet of where we are headed," said Keenan Austin Reed, CEO and Managing Principal of The Alpine Group. "He brings something our clients need right now: a rare combination of appropriations expertise and executive branch budget experience across the most consequential issues facing our economy and our nation. He understands not just where federal funding flows, but how and why those decisions get made. For our clients, that translates into a sharper ability to navigate funding streams, unlock opportunities, and anticipate policy shifts before they materialize.

Before his Senate career, Mencher spent nearly a decade in senior budget roles across the executive branch. He served as Deputy Budget Director at both U.S. Immigration and Customs Enforcement (ICE) and the USDA Agricultural Research Service, and as StaƯ Chief at the Department of Agriculture's OƯice of Budget and Program Analysis. He began his federal career as Division Chief for Budget Formulation at the U.S. Department of State's Bureau of Diplomatic Security.

"This is an unprecedented time in our nation and funding streams across policy areas have never been more dynamic. Understanding how budgetary and appropriations decisions get made is more valuable than ever,” Mencher said. “I look forward to bringing my experience from the budget and appropriations process to help Alpine's clients find opportunities and break through in an extremely crowded environment.”
